Had a quick visit to the Penarth ROC post today. According to Subrit its sealed with 9" concrete but this isnt the case. Its unsealed but in a poor state of repair. Not having a torch I didnt venture down the shaft but seeing water at the bottom I can imagine its stripped and flooded. The location however gives perfect views across the Bristol Channel and the islands of Flat and Steep Holm. Finding it was easy, just follow the cliff path west from whitecliffe drive and it is on your right, just off the path about 1000yrds from the wooden gate. Two telegraph poles still stand in the compound. (aplologies for quality, only had mobile phone with me)
