Any suggestions what this is? Looks to me like vertical shaft access chamber to a foul drain but there is no outfall onto the beach area below.

Suspect the flagpole relates to the Blackdog rifle range next door (red flag flies when range in use, no public access) - even though this structure is not actually on MOD/Defence Estates land.
There is a vent pipe sticking out the ground to the rear/left of the structure in the first photo, makes me think it would be a stinky explore
discovered the grassed area immediately behind the dune is a former landfill site...
