Prior to the existence of the Infirmary, all treatment for the poor and sick of Blackburn was handled by a public dispensary, known as the Blackburn General Dispensary which opened its doors on King Street on the 1st February 1824. In it's first year 1513 patients were treated this number grew to over 4500 by the end of 1831.
The Governors of the Dispensary had bigger ideas for the treatment of the poor and sick of Blackburn, they wanted to build an Infirmary which would cater for the entire population of Blackburn, it was estimated that the building of the infirmary would cost £4000.
A fund was started to help finance this scheme, but it was beset by problems including the depression in the cotton trade and food shortages which saw riots and looting breaking out in the Blackburn and surrounding areas. During these dark times the idea for an infirmary fizzled out and the Dispensary was also running into problems, the dispensary was found to be £222 in debt and in serious need of stability and further funding.
By June of 1938 the decision was made to close the dispensary for good and with this closure went the scheme for the Infirmary. At this time, the permanent fund set up to finance the building of the Infirmary stood at £1500, this money was invested and by the end of 1858 had doubled to £3000. This sum was handed over to to the new Infirmary fund.
